Regional water legislation shall regulate the issues of management and protection of waterbodies with a view of ensuring the right of citizens to freshwater, maintenance of optimal conditions of water management and quality of surface water and groundwater sources. All the waterbodies on the regional territory shall be classified as inland waters. Regional waterbodies shall be in public ownership, except for separate waterbodies that can pertain to municipal and other property. Public and private water servitude can be applicable for the purpose of water abstraction without waterworks, technical means and equipment; watering and passage of livestock; and for navigation of small-size vessels. Water uses, including water abstraction, shall be subject to mandatory licensing.
