This Decree validates the form of certificate on state registration of plant protection means (pesticides and fertilizers) (Annex 1) ; Instruction on phytosanitary monitoring (Annex 2) which objective shall be to expose pests, diseases and weeds, forecasting propagation thereof and pest control methods and time periods; Instruction on state registration of pesticides and fertilizers authorized for use on the national territory (Annex 3) that specifies the list of documents required for registration composed of letter of representation, application, registration file and analytical standard; Instruction on attestation of persons carrying out testing of pesticides and fertilizers subject to state registration (Annex 4) that establishes that exclusively state legal persons that are not carrying manufacturing of fertilizers and pesticides shall be authorized to carry out testing of fertilizers and pesticides; Instruction on formation, replenishment and use of reserve fund of plant protection means (Annex 5) that establishes that reserve fund shall consist of a certain amount of regularly renewed plant protection means included in the State Register and Instruction on registration of availability of plant protection means, handling thereof and carrying out plant protection arrangements (Annex 6) that all the available plant protection means shall be subject to compulsory registration.
