Works carrying out sorting and recycling of domestic waste shall include sorting and biomechanical plants, thermic waste processing plants and other works recycling domestic waste for the purpose of energy production and manufacturing of commodities. As regards the location and operation of works consideration shall be given to qualitative and quantitative analysis of domestic waste, the system of separate collection of domestic waste, availability of routes for the transportation of domestic waste, availability of collection points and other arrangements necessary for the complex waste management. Recycling plants shall comply with the following requirements: (1) all the incoming waste must be registered; (2) waste must be sorted out to separate mackle-paper, glass, plastic, ferrous and non-ferrous metals, textile, etc.; the amount of utility resources must not be less than forty percent of the total amount of the incoming domestic waste; (3) hazardous waste, including waste containing heavy metals shall be disposed of properly. Pollutants discharged in the treatment of domestic waste shall comply with emission standards in conformity with the Annex 3.
