This Regulation establishes rules with regard to the allowed quota of industrial activities and production generating greenhouse gases. These quota limits do however NOT apply to activities for research, development and testing of new products and processes, nor to production based on biomass. For what concerns aviation, trading activities and greenhouse quota is limited to CO2 emissions related to flights to and from airports in the European Economic Area. Monitoring and reporting of emissions is mandatory and must be registered with the national Climate and Pollution Agency for authorization. New companies or companies with significant capacity increase by 30 June 2011 may apply for free allowance for stationary industrial activities from a common European allowance reserve. The EEA Joint Committee determines the total number of allowances to be available to aircraft operators for 2012 and from 2013 to 2020. As a consequence an application for free allowances for the period 1 January 2012 to 31 December 2012 may be submitted. The same applies for the period 1 January to 31 December 2020. Permits therefo shall be subject to a national tax of NOK/øre 56.
