Water Pollution Prevention Act (No. 138 of 1970).

The 35 articles of this Act are divided into six Chapters: General Provisions (I); Control of effluents (II); Supervising the effect of water pollution, etc. (III); Compensation for damages (IV); Miscellaneous provisions (V); Penal provisions (VI); Supplementary provisions. The purpose of the Act is to prevent water pollution in the Public Use Area (art. 1). Effluent standards shall be provided for in an Order of the Office of the Prime Minister (art. 3). Prefectures may set their own standards in accordance with provisions of article 3. Certain discharges (Specified Facility) have to be reported according to the provisions of article 5.
