The purpose of these Regulations is protect ecological environment of the Lijiang basin, regulate the resource exploitation and management, promote the harmony between human and nature. The Text is divided into 9 Chapters: General Provisions (I); Protection Planning (II); Vegetation Protection (III); Protection of Water Resources (IV); Landscape Protection (V); Development and Utilization (VI); Supervision and inspection (VII); Legal Liabilities (VIII); Supplementary Provisions (IX). Guilin Municipal People's government shall be responsible for organizing the preparation of overall planning of ecological environment protection of Lijiang River basin. The autonomous regional people's government and the local governments in the Lijiang River basin shall take measures for: establishing scenic areas, nature reserves and delineate specific ecological function areas to maintain biodiversity and protect ecosystem; protecting groundwater resources; preventing and reducing soil erosion; carrying out regular monitoring of water quality status of the basin, organizing the preparation of water environmental quality report, publishing the water quality status information to the society on a regular basis; constructing solid waste disposal facilities; strengthening the management of solid waste emissions; etc. The remaining articles concern offences and penalties.
