The purpose of this Law is to reduce air pollution and clean the air. The Act consists of 36 articles, subdivided in 6 Chapters as follows: General Principles (I); Motor Vehicles (II); Factories, Workshops and Powerhouses (III); Commercial, Household and Miscellaneous Sources (IV); Penalties (V); Miscellaneous Provisions (VI). According to the Law, every motor vehicle should obtain a certificate that proves that the output of the vehicle does not exceed the maximum limit of pollutant; this certificate should be extended annually. The Act restricts the activities of the factories, workshops and powerhouses in residential districts and obliges these industrial units to observe the standards of the Department of Environment. Houses and urban commercial units should also use non-polluting sorts of fuels. In emergency situations, the government may restrict movement of motor vehicles and activity of the factories in specific times and places; this should be announced publicly. Any violation of this Law shall be punished by a fine, 50% of which will be accredited to the Department of Environment.
