Methodical Instruction on the calculation and collection of fees for environmental pollution.
This Methodical Instruction establishes the basic principles for calculating and collecting environmental fees for the emission of pollutants and disposal of waste. Environmental fees shall be paid by enterprises, institutions, organizations and other legal persons, including joint ventures and individual entrepreneurs classified as nature managers. The following types of environmental pollution shall be subject to fees: (a) emissions of pollutants from stationary and non-stationary sources; (b) discharge of pollutants to surface water and groundwater; and (c) waste disposal. Environmental fees shall be considered compensation for damage caused to environment.
