Regional Council of Ministers decrees to validate the Regulation on the modalities of calculation and application of environmental fees for environmental pollution and the Regulation on setting up and utilization of regional environmental fund. Associations, enterprises, organizations, institutions and cooperatives irrespectively of departmental jurisdiction must conclude contracts with the bodies of the State Committee for Environmental Protection for the use of environment for the purpose of industrial waste disposal and other pollutants (emission of the pollutants in the atmosphere, effluent water discharge and storage of waste). Regulation on the modalities of calculation and application of environmental fees for environmental pollution envisages collection of environmental fees in accordance with tariffs from enterprises, institutions and organizations irrespectively of departmental jurisdiction, collective farms, joint-stock companies, joint ventures, cooperatives, individual enterprises, public enterprises and organizations and other environmental managers registered on the regional territory for the emissions in the atmosphere of pollutants from stationary sources, from non-stationary sources, discharge of pollutants into water basins and waste disposal. Environmental fees must be collected on the basis of the contracts concluded by nature managers and the bodies of the State Committee for Environmental Protection or in accordance with legal actions undertaken by the State Committee for Environmental Protection against nature managers for environmental pollution without authorization of the aforesaid institution. Regulation on setting up and utilization of regional environmental fund envisages setting up regional and local environmental funds. Regional environmental fund is set up under the jurisdiction of the State Committee for Environmental Protection for the purpose of financing inter-sectorial territorial and regional arrangements for environmental protection at the expense of revenues to local environmental funds by enterprises paying environmental fees. Local environmental funds are set up under the jurisdiction of local executive bodies or city and district committees for environmental protection at the expense of revenues for admissible emissions (discharge, waste disposal) and excess of admissible emissions (discharge, waste disposal) and emergency emissions (discharge, waste disposal) of pollutants in environment.
