Regulations for the Proper Administration of Nature Reserves (No. R. 99 of 2012).

These Regulations of the Minister of Water and Environmental Affairs, made under section 86(1) of the National Environmental Management: Protected Areas Act, 2003, provides rules for the administration and management of nature reserves and its natural resources such as water and biological resources. These Regulations are, unless specified otherwise, applicable to all nature reserves. Management authorities shall supply information for purposes of the Register of Protected Areas, detailing all nature reserves under the control of, or intended to be under the control of, the management authority. These Regulations set out functions and powers of management authorities and empower a management authority to establish one or more advisory committees in respect of a nature reserve. As for the use of biological resources, a management authority may, subject to the provisions of an approved management plan, by means of an authorization or an agreement, on the conditions it deems necessary, grant to any person or any local community the right to the sustainable, monitored use of identified biological resources in a nature reserve. Also use of a vessel, hunting, introduction of species, cultivation, dumping of substances into water, cutting of wood, removal of sand or shells, bioprospecting, etc. in a nature reserve requires an authorization from the management authority.
