This Law, consisting of 170 articles divided into 20 Chapters, provides activities of environmental protection; policies, measures and resources for environmental protection; rights, obligations and responsibilities of agencies, organizations, households and individuals in environmental protection. This Law applies to agencies, organizations, households and individuals in the territory of the Socialist Republic of Vietnam, including its mainland, islands, sea areas and air space. 1. Environmental protection planning must adhere to the following principles: a) Being suitable to natural and socio-economic conditions; and in line with socioeconomic development, national defense and security strategies and master plans; and the national environmental protection strategy to attain sustainable development; b) Being conformable with land use master plans; ensuring consistency of basic contents of environmental protection planning; c) Adhering to the environmental protection principles prescribed in Article 4 of this Law. 2. Environmental protection planning consists of national planning and provincial planning. 3. An environmental protection planning period is 10 years with a vision of 20 years.; The Law is divided as follows: General Provisions (Chap. X); Environmental Technical Regulations, Environmental Standards (Chap. XI); Environmental Observation (Chap. XII); Environmental Information, Environmental Indicators, Environmental Statistics and Environmental Reports (Chap. XIII); Responsibilities of State Management Agencies In Charge Of Environmental Protection (Chap. XIV); Responsibilities of the Vietnam Fatherland Front, Sociopolitical Organizations, Socio-Professional Organizations and Communities for Environmental Protection (Chap. XV); Resources for Environmental Protection (Chap. XVI); International Cooperation on Environmental Protection (Chap. XVII); Inspection, Examination, Handling of Violations, Settlement of Disputes, Complaints and Denunciations Related To Environment (Chap. XVIII); Compensation for Environmental Damage (Chap. XIX); Implementation Provisions (Chap. XX).
