This Ministerial Decree establishes the modalities of issuing and legalization of environmental pollution permits and contains general requirements for nature managers. Environmental pollution permit shall be the basic document granting the nature manager provisional environmental pollution right that shall be granted free of charge. It establishes the terms and conditions of nature management as regards rate setting of environmental pollution and the amount of payment therefore. The environmental pollution permit shall be the document attesting the emissions into the atmosphere from stationary and non-stationary sources, waste water discharge, disposal of domestic and non-domestic waste establishing specific periods, amounts, rates and terms and conditions of nature management. The Permit shall be the official state document issued by the authorized state environmental institution. The Permit shall be issued by the central environmental authority in the following cases: (a) emissions amounting to 1000 tonnes per year (100 tonnes per year for oil and gas sector); (b) discharge of pollutants amounting to 1000 tonnes per year; and (c) disposal of toxic waste amounting to 10000 tonnes per year (3 and 4 toxicity categories) or 1000 tonnes per year (1 and 2 toxicity categories). In any other case the Permit shall be issued by the territorial branches of the authorized environmental institution.
