This Royal Decree provides for the establishment of the Thailand Greenhouse Gas Management Organization (Public Organization) which shall have power and duties in connection with the greenhouse gas emission in Thailand. Objectives of the Organization include: to analyse, scrutinize and determine a viewpoint on approved projects; to support project development and the trading certified emissions reductions; to be an information centre for circumstances on greenhouse gas operations; support, help develop potential, and provide guidance to government and private institutions with regard to greenhouse gas management; to support and encourage climate change efforts. The Royal Decree further provides for: funds, earnings and properties of the Organization; establishment of the Thailand Greenhouse Gas Management Organization Board to administer and supervise general affairs of the Organization; functionaries of the Organization; audit, securitization and appraisal of the Organization’s outgrowths; powers of the Minister of National Resources and Environment to supervise the performances of the Organization and be in charge of the execution of this Royal Decree; consideration and approval of projects under the clean development mechanism; etc.
