Programme of Conservation and Sustainable Use of Biodiversity along with Action Plan is a national cross-sectoral programme of Poland covering the period 2015-2020. The main objective of the Programme is improvement of the condition of biodiversity and more complete connection of its protection and the country's social and economic development. The Programme provides for improvement of the knowledge level and increase in activity of the society insofar as biodiversity actions are concerned, specifically improvement in the condition of knowledge and availability of information concerning biodiversity; improving quality of decision-making process and effectiveness of law enforcement with regard to protection of biodiversity; and activation of the society for the benefit of biodiversity protection. Further, the document aims to improve the nature protection system, which includes measures for improvement of the network of protected areas to increase effectiveness of biodiversity protection; improvement of the institutional structure of the protected area management system, including monitoring and reporting system; and mobilisation of funds on implementation of protective actions in the protected areas. Also, one of the targets of the Programme is preservation and restoration of natural habitats and population of endangered species by improving effectiveness of management of the protected species; limitation of pressure of protected species causing economic damage; and protection and restoration of valuable natural habitats. In addition, the document notes that maintenance and reconstruction of functions of ecosystems are the source of services for human. Therefore, it aims for assigning a socio-economic value to the ecosystems; implementation of the green infrastructure concept as a tool allowing for maintenance and strengthening the existing ecosystems and their services. In the area of disaster preparedness, the Programme envisages for limitation of hazards resulting from climate changes and pressure of invasive species by monitoring of the impact of climate changes on the condition of biodiversity and limitation of pressure of invasive species. Responsibility for coordination of the Programme, as well as for the implementation of most of its tasks rests with the Ministry of the Environment along with its supervised organisational units, including the General Environmental Protection Administration, the Chief Environmental Protection Inspectorate, the National Water Management Authority and the State Forests National Forest Holding. Implementation of objectives and tasks determined in the Programme will be subject to systematic review.
