This Law regulates the classification, quality and labelling, phytosanitary control, sampling in circulation, imports, application and the testing of plant nutrition products and soil enhancers.; The Law sets out procedures and requirements for entities engaged in the production, circulation and importation of plant nutrition products to enter the Registry of Distributors and Importers.; In addition, the Law provides for the establishment of a Directorate for National Reference Laboratory to perform tasks of laboratory testing and related tasks in the area of plant nutrition products and soil enhancers.; Plant nutrition products may be placed in circulation only if they are of prescribed class, type, and quality, if they are labelled in the prescribed manner, and if their proper use does not adversely affect the health of humans, animals, and plants, soil fertility, and the environment. Plant nutrition products must be entered in the Register of Plant Nutrition Products and Soil Enhancers.; The Law further provides for: quality, packaging and labelling of plant nutrition products; use and advertising of plant nutrition products; phytosanitary control; testing of plant nutrition products; circulation of ammonium nitrate fertilizers of high nitrogen content; rights and duties of phytosanitary inspectors; offences and penalties; etc.
