The aim of this Instruction is to regulate the transport, storage, production, trade and use of organic fertilizers. This Instruction is composed of 23 articles. Articles 1 and 2 deal with terms and definitions. Article 3 provides for the establishment of the Committee for Licensing Organic Fertilizer Industries. Article 5 lays down requirements and conditions necessary for the transportation of organic fertilizers. Articles 6 and 7 define the requirements and conditions for the use of organic fertilizers in farms. Article 8 prohibits the trade of organic fertilizers unless a previous licence from the Ministry of Agriculture has been obtained. Article 9 specifies the requirements for the obtainment of licences. Article 10 defines the requirements and conditions for gathering and storing organic fertilizers. Articles 12-14 lay down requirements and conditions for the establishment of organic fertilizer industries. Article 15 prohibits the use of treated sewage waters in the production of organic fertilizers. Articles 16-20 contain general provisions in including: (a) use of mineral elements in the production of organic fertilizers; (b) requirements for the packaging of treated organic fertilizers; and (c) registration of fertilizers. Articles 21 and 22 contain offences and penalties.
