For the purpose of the present Act “nutrients” are defined as materials that are applied to land for the purpose of improving crop growth. They include materials from agricultural sources such as manure and washwater, and from non-agricultural sources such as biosolids from sewage treatment plants and sludge from pulp and paper mills. The Act provides a comprehensive nutrient management framework for Ontario's agricultural industry, municipalities and other generators of materials containing nutrients, including clear environmental protection guidelines. In particular, section 1 establishes that the purpose of the present Act is to provide for the management of materials containing nutrients in ways that will enhance protection of the natural environment and provide a sustainable future for agricultural operations and rural development.
