The purpose of this Royal Decree is to regulate the carryover of units from the first to the second commitment period of the Kyoto Protocol to private account holders with an account opened in the National Registry of Spain. The certified emissions reductions (CERs) and emissions reduction units (ERUs) originated in the first commitment period of the Kyoto Protocol (2008-2012) that will be subject to carryover to the second commitment period (2013-2020). they will be, as of April 1, 2015, in the accounts of the holder of the installation, aircraft operator holdings accounts, person holdings accounts and trade accounts opened in the Spanish area of the Union Registry as well as in person holdings accounts and holding accounts of installation holder open in the Kyoto National Registry. The certified emissions reductions (CERs) originating in the first commitment period of the Kyoto Protocol (2008-2012) that are transferred directly from the Clean Development Mechanism record to any of the accounts identified above may also be trailed. after April 1, 2015 and until November 18, 2015. inclusive.
