These Regulations concern the collection, treatment and discharge of urban waste water, i.e. domestic waste water or the mixture of domestic waste water with industrial waste water and/or run-off rain water, and regulate the treatment and discharge of waste water from certain industrial sectors. The objective of the regulations is to protect the environment from adverse effects of these discharges. It shall be the responsibility of the Competent Authority to ensure that all agglomerations are provided with collecting systems for urban waste waters (reg. 4) and that water shall be subject to a secondary treatment (defined in regulation 3) before discharge. The Competent Authority shall identify sensitive areas according to criteria laid down in Annex II. Treatment of waste water shall me more stringent for such areas. The Competent Authority may also identify less sensitive areas. Sludge resulting from waste water treatment shall be re-used whenever appropriate. Other provisions deal with monitoring, situation reports to be drawn up periodically by the Authority and prescribe offences and penalties.
