These Measures are enacted in order to ensure the quality and safety of agricultural products, maintain the health of the general public, and promote the development of agriculture and rural economy. The Text consists of 8 Chapters: Chapter I General Provisions; Chapter II Quality and Safety Standards of Agricultural Products; Chapter III Places of Origin of Agricultural Products; Chapter IV Production of Agricultural Products; Chapter V Packaging and Labeling of Agricultural Products; Chapter VI Supervision and Inspection; Chapter VII Legal Responsibility; Chapter VIII Supplementary Provisions.; The governments at or above the county level shall establish and improve the safety monitoring and management system of places of origin of agricultural products (Chapter II). The agriculture competent authorities shall publish to the public the directories of agricultural inputs whose use is prohibited or restricted by the State. The use of organic fertilizers, microbial fertilizers, bio pesticides are encouraged (Chapter III). The agriculture competent authorities shall also supervise the implementation of agricultural product quality safety standard, and develop local production technology requirements and operational procedures according to the agricultural product quality and safety standards (Chapter IV). Provisions on packages and marks of agricultural products are given in Chapter V. The remaining Chapters contain provisions on the supervision and inspection of agricultural products, and on offences and penalties.
