This Regulation provides for the prevention and control of air pollution and for the protection and improvement of environment. The Regulation consists of 53 Articles divided into 8 Chapters: General provisions (I); Supervision and management of the prevention and control of air pollution (II); Prevention and control of air pollution caused by coal combustion (III); Prevention and control of pollution caused by emission from motorized vehicles and vessels (IV); Prevention and control of pollution of waste gases, dusts and malodorous substances (V); Prevention and treatment of pollution accidents(VI); Legal liabilities (VII); Supplementary provisions (VIII). The people's governments at all levels shall be responsible for the quality of atmospheric environment, taking effective measures for the total emission control and reduction of major air pollutants. The governments shall encourage and promote cleaner production and improve the energy structure. Units that emit air pollutants into the air shall report to and register with their local environmental protection department their existing emitting and treatment facilities for pollutants and the quantities and concentrations of pollutants under their normal operating conditions. In atmospheric pollution control key cities, people's governments shall designate specific areas, where the sale and the use of high pollution fuels are prohibited. The Province shall encourage the production of motorized vehicles and vessels that use clean energy resources.
