Regulations of Jiangsu province on water pollution prevention and control of the Yangzi River.

The purpose of these Regulations is to prevent and control water pollution of the Yangtze River, protect human health, protect the ecological environment, and promote the sustainable economic and social development. The text consists of 55 Articles divided into 7 Chapters: General provisions (I); Supervision and administration (II); Prevention and control of pollution (III); Drinking water source protection (IV); Legal liabilities (V); and Supplementary provisions (VI). The provincial environmental protection competent authority and the environmental protection competent authorities at or above the county level of the areas along the Yangtze River shall be in charge of the unified supervision and administration of water pollution prevention and control. The provincial environmental protection competent authority shall work out the water pollution prevention and control plan of the Yangtze River. The provincial people's government and the people's governments at or above the county level of the regions along the Yangtze River shall organize the environment impact assessments when developing land use plan, and the construction, development and utilization plans of regions, river basins. The total pollutant discharge control system and the pollutant discharge licensing system shall be put in practice in the regions along the Yangtze River. Nature reserves shall be built up for rare fish migration zones, rare bird habitats and natural wetlands.
