Resolution No. 99/T issuing the Implementing Regulation of Law No. 18 concerning the trade, production and handling of plant growth regulators, and organic and mineral fertilizers.

This Law is composed of 14 articles and 7 Annexes. Article 1 defines the technical requirements and conditions in order to regulate the trade, handling and production of organic and mineral fertilizers. Article 2 deals with the following matters: registration of organic and mineral fertilizers; documents necessary for the registration; registration of raw materials used in the production of mineral and organic fertilizers; previous approval of registrations; labels; advertising and technical bulletins; packaging; sampling and chemical analysis. Article 3 defines requirements and conditions for the importation and exportation of organic and mineral fertilizers, fertilizer import and export offices, and industries. Article 4 lays down requirements, conditions and duties of the Technical Director. Article 5 provides for requirements and conditions for handling and trading plant growth regulators. Ministries and Departments can import the aforementioned materials for their own use after obtaining a previous approval by the Ministry of Agriculture and Land Reclamation (art. 9). All aforementioned activities are to be subject to inspection by the competent authorities (art. 10). Article 13 gives 6 months, to individuals interested in the aforementioned activities, to settle their position according to the provisions of this Resolution. The Annexes contain the Environmental Safety Certificate of Raw Materials, the Licensee Obligation Form, Importer Obligation Form, Licence Form and the Production Certificate.
