China National Biodiversity Conservation Strategy and Action Plan (2011-2030) is a cross-sectoral policy document. To implement related provisions of the Convention on Biological Diversity, strengthen biodiversity conservation in China and effectively cope with new problems and challenges facing biodiversity conservation in China, the Ministry of Environmental Protection has developed China National Biodiversity Conservation Strategy and Action Plan (2011-2030) in which strategic goals, strategic tasks and priority areas and actions are identified for biodiversity conservation in China for the next two decades. The strategic goals include: Short-term Goal: By 2015, China strives to control effectively the declining trend of biodiversity in key areas. Mid-term Goal: By 2020, China strives to basically control biodiversity decline and loss. Long-term Goal: By 2030, biodiversity in China has been effectively protected. It is expected the NBCSAP will make agriculture, forestry and fisheries more productive and sustainable. 35 priority zones of biodiversity conservation have been identified, including 32 zones for conservation of terrestrial and inland freshwater and 3 zones for conservation of marine and coastal biodiversity. To achieve the strategic goals, the NBCSAP proposes 10 Priority Areas, 30 Priority Actions and 39 Priority Projects. The Priority Areas include: 1. To improve the policy and legal system of biodiversity conservation and sustainable use; 2. To incorporate biodiversity conservation into sectoral and regional planning and promote sustainable use; 3. To carry out identification, evaluation and monitoring of biodiversity; 4. To strengthen in-situ biodiversity conservation; 5. To carry out ex-situ conservation based on science; 6. To promote rational use and benefit sharing of biological genetic resources and associated traditional knowledge; 7. To strengthen biosafety management of invasive alien species and genetically modified organisms; 8. To improve capacities to cope with climate change; 9. To strengthen scientific research and human resources development in the field of biodiversity; 10: To establish public participatory mechanisms and partnerships for biodiversity conservation. For example, actions under Priority Area 2 concern: Develop sectoral strategies and action plans for biodiversity conservation in the field of forestry, agriculture, construction, water conservancy, oceanic administration and management of traditional Chinese medicine; Disseminate concepts and codes of conduct favorable to biodiversity conservation in the sectors of agriculture, forestry, water conservancy, industry and energy, transportation, tourism and trade; Promote consumption patterns and food culture favorable to biodiversity conservation; etc. Some Priority Projects proposed in the NBCSAP not only improve biodiversity conservation but also to realize people-first development and alleviate poverty. Such Priority Projects include: Demonstration projects in community economical and socia development in areas adjacent to nature reserves; Alternative livelihood demonstration in ecologically fragile areas in Northwest China to improve the living standards of local farmers and herdsmen while conserving Biodiversity; etc. Priority Area 8 is to improve capacities to cope with climate change. Actions will be taken to develop an action plan for biodiversity conservation and climate change, and to evaluate impacts of biological fuel production on biodiversity. In addition, measures shall be taken to support implementation of NBSAP (2011-2030), including: (1) Strengthening overall coordination and guidance (2) Implementing supporting policies (3) Improving implementation capacities (4) Increasing investments (5) Strengthening international exchange and cooperation.
