This Regulation aims at organizing the supervision and control of shipments of wastes in such a manner that the need to preserve, protect and improve the quality of the environment is taken into account. Title I defines the scope and lays down a number of definitions. The Regulation shall apply to shipments of waste within, into and out of the Community. Article 1, paragraph 2 specifies those shipments of waste which shall be excluded. Title II applies to shipments of waste between Member States. Different provisions are laid down in respect of, on the one hand, waste for disposal and, on the other hand, waste for recovery. Nevertheless, as a common rule, in both cases the competent authorities shall receive a notification. Title III applies to shipment of waste within a single Member State. Article 14 prohibits all exports of waste for disposal and for recovery. Title IV regards exports of waste, whereas Title V regulates imports of waste into the Community. Imports of waste for disposal and for recovery are forbidden by article 19. Title VI makes provision in matter of transit of waste from outside and through the Community for disposal or recovery outside the Community. Any shipment of waste effected without complying with these provisions shall be deemed to be illegal traffic.
