Fertilizer Administration Act.

This Act aims to maintain quality of fertilizers, sustain soil fertility, and enhance agricultural productivity and protect the environment. The Act consists of 36 Articles divided into 7 Chapters: General provisions (I); Registration (II); Manufacture, import and export (III); Selling (IV); Inspection and supervision (V); Penalties (VI); Supplementary Provisions (VII).; Article 2 provides for the governing agencies of fertilizer management at central, municipal and county levels. The central governing agencies shall determine and promulgate the categories, types and specifications of fertilizers (art.4). A fertilizer may not be manufactured, imported or sold until a registration application filed with the central competent authority has been approved and a registration certificate has been issued (art.5). The quality of fertilizers manufactured or imported shall comply with provisions in this Act (art.14). Any imported fertilizer that contains organic ingredients derived from animals or plants shall comply with regulations regarding animal and plant quarantine (art.15). Fertilizers to be sold shall not be unpackaged, repackaged, mixed and diluted, and the label shall not be altered (art.17). The further provisions concern supervision and inspection, and offences and penalties.; This Act does not apply to organic fertilizers made by farmers or families for personal use that does not involve selling.
