The 225 sections of this Act are divided into 9 Parts, i.e.: Preliminary (I); Water Resources Management (II); Control of Pollution of Water Resources (III); Flood Defence (IV); General Control of Fisheries (V); Financial Provisions in Relation to the Authority (VI); Land and Works Powers (VII); Information Provisions (VIII); Miscellaneous (IX).; Functions of the National Rivers Authority are respecting water resources, water pollution, flood and land drainage, fisheries, and navigation by virtue of Parts II, III, IV, and V of the present Act and by virtue of provisions of the Land Drainage Act 1991, the Water Act 1989, and several enactments relating to fisheries (sect. 2). Incidental functions of the Authority are specified in section 3. The Authority shall establish Regional Rivers Advisory Committees and Regional and Local Fisheries Advisory Committees and maintain specified committees established under other enactments (Chap. II of Part I). Chapter II of Part II provides for restrictions and licensing with respect to abstraction and impounding of water. The Act is completed by 26 Schedules.
