This Act contributes to the development of the livestock industry in harmony with the environment and to environmental conservation by converting livestock excreta into resources or disposing of it properly, keeping the natural environment clean and minimizing water pollution.; The Act provides for the subsidization of costs for the relocation or demolition of livestock pens. It further sets restrictions on the raising of livestock in specific areas in order to preserve the quality of potable water sources. The Minister for Food, Agriculture, Forestry and Fisheries may designate a livestock farm that maintains livestock pens in an environment-friendly manner and contributes to appropriate management and use of livestock excreta.; The Act sets out procedures for obtaining a permit to install waste-generating facilities and provides for the obligation to install disposal facilities.; The Act further provides for: establishment of a plan for the facilitation on the use of manure and liquid manure; installation and operation of public disposal facilities; the issuance of permits for conducting businesses related to the collection, transportation or disposal of livestock excreta or the management of a disposal facility; penalties.
