The present Instruction is destined for the calculation of environmental fees to be paid by enterprises (associations) and organizations acting as legal persons, irrespectively of departmental jurisdiction and form of property thereof, and also natural persons for the pollution of atmospheric air by emissions from stationary heat-engines: automobiles, building, agricultural and other machinery, diesel locomotives, fluvial and sea vessels. Environmental fees for the pollution of atmospheric air shall be transferred to local budget and used in conformity with the established modalities. Because of the absence of limits for the emission of hazardous substances there must be established uniformed rate corresponding to allowable emissions. Environmental fees for the pollution of atmospheric air by stationary sources shall be determined by the quantity of consumed fuel.
