This Regulation establishes the modalities for state registration and supervision of water management and the rights and obligations of state bodies and water users. It shall be binding on all ministries, administrative bodies, organizations, enterprises, institutions and water users, and shall serve the following functions: (a) rational water management; (b) data collection on available water resources and their use to meet the demand of the population and the national economy; (c) data collection on qualitative and quantitative indices of water, waterbodies and waterworks; (d) control compliance with water legislation, water use plans, water consumption rates and effluent wastewater discharge rates; and (e) supervision measures to prevent water pollution, clogging and depletion. State water registration and supervision system shall entail: (a) water monitoring; (b) water metering; (c) enforcement of water legislation; (d) registration of waterworks; and (e) registration of water users under water management licences.
