This Order establishes that the activity for manufacturing and trade of chemicals (in agrochemistry) is understood as actions pertaining to manufacturing and trade of chemical and biological means of plant and forest protection, pheromones, and growth regulators of agricultural plants and forests, fertilizers, food additives, chemical ameliorants, and performance of certain actions, such as: exporting, importing, storage, transportation, packaging, preparation of working solutions, seed dressing, fertilizing agricultural plants, plants and soil spraying and dusting with chemization substances, chemical improvement of soils, etc. The aforesaid activities shall be subject to compulsory licensing. In order to obtain licence the following documents shall be submitted to the licensing authority: (a) application; (b) document attesting payment of issuance fee; (c) normative legal documents confirming safety for society, environment, human life and health, and guarantee of quality of the commodities (works and services) being the product of such activity; (d) expert opinion of sanitary and epidemiological protection unit and plant protection station; and (e) copy of certificate of state registration.
Order No. 190 of the Ministry of Agriculture and Food validating “Provisional Regulation on creation of enterprises dealing with agrochemical activity (Agrochemical Service) and on organization of technical service (TechService).
