The purpose of this Law is to regulate water relations and the rational use of water, and to provide for the protection of water, the improvement of water, and the protection of rights of enterprises, institutions, organizations, farms and individuals in the sphere of water relations (art. 1).; The text consists of 119 articles which are divided into 29 Chapters which carry, inter alia, the following titles: Functions of the state authority and management organs in the sphere of the regulation of water relations (II); State management and control in the sphere of water use and protection (III); Activities on water objects within protection zones and protective strips (V); Water users and objects of water use (VI); Kinds of water use (VII); Order and conditions for the granting of the right to use water objects (VIII); Rights and obligations of water users (IX); Use of water for drinking, domestic and other purposes (XI); Use of water for agricultural purposes (XIII); Use of water objects for the needs of fish economy (XV); Use of water objects located in special protected areas (XVII); Use of water objects for the discharge of wastewater (XIX); Interstate water use within the Aral Sea basin (XXII); Settlement of Disputes relating to water uses (XXIII); Water protection (XXIV); Prevention and abatement of the harmful effects of water (XXV); State accounting and planning of water use (XXVI).
