The present Law of the climatic change, has for object the regulation of the measures directed to the mitigation and the adaptation to the climatic change, the definition of the model of gobernanza of the public Administration in relation to the climatic change and the establishment of taxes like instrument to act against climate change; The purpose of this law is to reduce greenhouse gas emissions and vulnerability to the impacts of climate change, to favor the transition to a greenhouse gas-neutral, competitive, innovative and efficient economy in the use of resources. In addition to these purposes, are specific purposes of this law: 1) Contribute to the transition to a society in which fossil fuel consumption tends to be null, with a decentralized energy system and one hundred percent renewable energies, mainly from proximity, with the aim of achieving an economic and energy model not dependent on fossil or nuclear fuels by 2050. 2) Reduce the vulnerability of the population, socioeconomic sectors and terrestrial and marine ecosystems to the adverse impacts of climate change , as well as creating and strengthening national capacities to respond to these impacts; 3) Adapt the productive sectors and incorporate the analysis of resilience to climate change in the planning of the territory, activities, infrastructures and buildings; 4) Promote education, research, development and technology transfer, and disseminate knowledge on adaptation and mitigation of climate change; 5) Establish mechanisms that provide objective and evaluable information on all aspects related to climate change, its temporal evolution and its impacts; 6) Promote citizen participation and that of economic and social agents in the preparation and evaluation of climate policies; 7) Establish the monitoring instruments for greenhouse gas emissions in Catalonia and for the various sectors, products and services throughout their life cycle; 8) Define the objectives of reducing greenhouse gas emissions in Catalonia, establish the corresponding global and disaggregated carbon budgets at a sectoral level based on their reduction potential; 9) Promote the fulfillment of the international commitments with climate change that link the Generalitat and the corresponding aliquot quota of the international treaties signed by the Spanish State, according to the distribution criteria of the efforts they have established; The Social Table of Climate Change is a collegiate body attached to the department responsible for climate change that channels participation, information and consultation to the entities and organizations most representative of the social, economic and environmental fabric of Catalonia on climate policies. The following functions correspond to the Climate Change Board: a) The formulation of proposals for action on climate policies; b) The analysis and formulation of proposals on climate planning, on updates and revisions of such planning, on strategic mitigation and adaptation frameworks and on carbon budgets; c) The formulation of proposals to the Interdepartmental Commission on Climate Change and any other advisory function entrusted to it.
