These Act is enacted in order to establish strategies to reduce and manage greenhouse gas (GHG) emissions, strengthen environmental justice and ensure the sustainable development. The Text consists of 34 Articles divided into 6 Chapters: General provisions (I); Authority and Responsibility of Government Agencies (II); Emission Reduction Measures (III); Education and Grants (IV); Penalty Provisions (V); Supplementary Provisions (VI).; A National Climate Change Action Guideline and a GHG Reduction Action Plan shall be developed based on the economy, energy supplies, environment, current international situation, etc (art.9). Regulatory goals shall be set in stages on a five-year basis. An advisory committee shall be established to make the provisions for the goals and regulatory approaches. Emission Sources designated by the central competent authority shall conduct annual accounting and registration to their holding accounts in the registry by the deadline. The GHG inventory and relevant information shall be verified by a verification body at least once every three years. Before operating validation and or verification business, the verification body must apply and acquire accreditation certificate and permit by the central competent authority or its appointed accreditation body. The central competent authority shall implement the domestic cap-and-trade scheme by considering the UNFCCC and its agreements.
