Agriculture and Articulate a Future Vision and Action Plan for Agricultural Revival.

In continuation of the strategic to support agriculture manifested in the declaration of the green mobilisation and the preparation of five-year strategic plan, the government has formulated the present status of agriculture and articulated a future vision and action plan for Agricultural in 2008.; The overall mission of the agricultural development strategy is to transform agriculture from a sector dominated by subsistence production to a modern sector responsive to market signals and with substantial contributions to poverty reduction, growth, foreign exchange earnings and sustainable management of natural resources.; The action plan indentified six strategic objectives including: (i) promotion of exports of crops and livestock with a view to safeguarding against the risks of collapse of the whole economy as a result of the distortions emanating from over-dependence on oil revenues, (ii) increasing productivity and efficiency at the production and processing stages, (iii) realization of food security, (iv) reducing poverty to 50% by 2015, generation of job opportunities and increasing per capita income, (v) achievement of balanced growth in all regions of the country with the view to encouraging settlement in the rural areas, (vi) development and protection of natural resources to ensure its renewal and sustainability.; The achievement of the agricultural revival will rest on the following nine successive factors: (i) creation of an environment conducive to production, (ii) capacity building, (iii) land use, (iv) support services, (v) development and modernization of agricultural systems, (vi) protection and development of the natural resources, (vii) agricultural industrialization, (viii) implementation of quality control and safety measures, (ix) strategic partnerships.; In order to make agriculture, forestry and fisheries more productive and sustainable, the following activities are planned by the policy strategic plan: (i) modernization of irrigation systems including the application of agricultural precision technologies, (ii) modernization of irrigation systems including the application of agricultural precision technologies, (iii) adoption of agro-forestry systems for integrating crops and forestry production, (iv) continue to improve the legal environment which supports and facilitates agricultural activities, especially the optimal geographical locations for plant and livestock species and products and control of bio-piracy of genetic resources, (v) commit providers of fertilizers, insecticides and agricultural machinery to following the standard operating procedures which protect environment, public health and food safety until the appropriate laws and regulations are ratified and applied.; Regarding the reduction of poverty, the strategic plan envisages to empowering Women to Participate in Agricultural and Rural Development by establishing the following activities: (i) build capacity of women to organize producer and service organizations including small-scale processing, (ii) access women to assets and agricultural services through short-term low cost credit, (iii) legalization of peoples' land rights and demarcation and registration of the lands belonging to each village, (iv) earmark 15% of the posts approved annually for employing new agricultural graduates to those coming from the villages chosen as centers.; To enable inclusive and efficient agricultural and food system, the government will implement the following strategies: (i) establishment more bridges across the main Nile and the Blue and White Niles to connect agricultural projects with urban centers and facilitate transport of inputs and products, (ii) establishment of wholesale markets at the states for fruits, vegetables and livestock according to international standards and implementation of the laws and by-laws which organize and regulate its work, namely sanitary and phytosanitary measures, establishment of information systems and regulation of auctions, (iii) encouraging the private sector to invest in transport and marketing infrastructure, (iv) improvement of marketing and processing systems to increase the value added, (v) developing production and postharvest handling and Marketing.; To increase the resilience of livelihoods to disasters, the following activities are planned by the strategy: (i) preparation of land use maps, (ii) desertification control programme, (iii) awareness campaign on importance of development of natural resources, (iv) national plan for environmental management.; In the context of governance, the successful implementation of this comprehensive programme requires: (i) assignment of the responsibility of supervision over the programme to the Vise President of the Republic to ensure the continuation of support at the highest political level, (ii) formation of the high Council for Agricultural Revival chaired by the Vice President and consisting of the ministers of the economic sector, representatives of farmers and pastoralists and governors of the states, (iii) formation of a general secretariat answerable to the Vice President to assist him in supervision, monitoring and evaluation.
